You will serve as the Range Operations Center (ROC) Lead in the Range Operations Branch (E44) in the INTEGRATED ENGAGEMENT SYSTEMS DEPARTMENT (E) of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will Manage the Range Operations Center (ROC) and de-conflict all range events.
You will provide annual airspace utilization report to FAA IAW OPNAV, FAA requirements.
You will lead coordination of weekly UAV schedule and gain approvals with host command IAW FAA and CNIC instructions.
You will actively participate as a member of the Range Operations Working Group within the Range Commanders Council.
You will review and approve Open Air Operation Request Forms (ORF) in advance of Mission Area activity.
You will coordinate and actively participate in the Operation Safety Committee (OSC) for review of safety documentation brought to the ranges for testing.
You will serve as expert and primary POC for range operations metrics and communications with host command and NSWCDD.
You will lead coordination of host command events held on station to ensure deconfliction with range operations and mission area activities.
You will assess noise advisory needs and submit noise advisory requests to host and command Public Affairs Offices.
You will develop and submit Potomac River closures and range impacts to boating community through USCG Broadcast Notice to Mariners.
You will develop and submit Restricted Airspace schedule requirements and impacts to the National Airspace System via FAA Notice to Airmen.
You will lead tours and briefs covering range operations and test capabilities to wide range of audiences from community groups, industry partners, VIP and senior level leadership.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (NT-04; GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector leading or participating in coordination, review, and scheduling of ordnance-related technical projects involving components, weapons, weapon systems or unmanned systems on land, water or air ranges. Examples of qualifying experience may include 1) participating in review and approval of safety documentation for technical projects involving ordnance and/or unmanned systems test and evaluation on military ranges; 2) coordinating and deconflicting multiple test schedules across numerous organizations; 3) leading compliance with notification and reporting requirements to internal and external navy, state and federal agencies; and 4) preparing statements for the public regarding potential impacts to public use of water/air ranges.
