You will serve as a CONTRACT SPECIALIST of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will serve as a point of contact for all purchasing actions for Headquarters personnel. Reviews and signs all purchasing documents as the Contracting Officer.
You will negotiate with contractors on purchase prices, delivery dates, discounts, transportation, accelerated delivery requests, amended shipping instructions, and handling charges.
You will develop the procurement plan considering a wide variety of pertinent issues such as number and competence of sources, delivery follow-on requirements or other contingencies depending on the complexity of the specific procurement.
You will use common business and trade practices with respect to sales, prices, determining price reasonableness, discounts, deliveries, stocks, and shipments of varied items purchased.
You will use the principles of acquisition planning sufficient to develop and implement a plan to procure a multiyear program or system involving successive program stages.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Incumbent must be able to obtain and maintain DAWIA Level III Certification in the Contracting Career Field.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing a broad range of contracting and procurement services (i.e. requirements package development, acquisition planning, market research, contract interpretation, proposal solicitation, contract award, contract terminations and contract closeouts); negotiating contracts and contractual changes for complex support services and supplies; providing instructions and guidance on policies and procedures related to procurement and acquisition matters; and serve as a consultant and procurement expert.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing a broad range of contracting and procurement services (i.e. requirements package development, acquisition planning, market research, contract interpretation, proposal solicitation, contract award, contract terminations and contract closeouts); and negotiating contracts and contractual changes for complex support services and supplies.
