USAFMCOM is a Major Subordinate Command to the U.S. Army Materiel Command (AMC) whose mission is to deliver logistics, sustainment and material readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities.

Duties

Supervises team of accountants and financial management analysts responsible for submitting the accounting system trial balance for monthly and year end close procedures. Provides recommendations and supporting rationale for decisions relating to Army accounting and audit operations tasks - to include tasks such as trial balance review, transaction research, general ledger adjustments, abnormal balances, tie points, and reconciliations related to various account types. Provides recommendations and guidance on the design and implementation of new accounting systems or systems that interface with the accounting system to ensure data integrity. Provides recommendation and guidance on the design and implementation of expenditure processes. Facilitates professional and effective communications between Operating Agencies, Army HQDA elements, OSD, DFAS, and others. Leads Army's efforts for downgrading the General Fund General Ledger Adjustment Material Weakness. Routinely briefs senior leaders on a wide variety of topics related to Army accounting and audit operations. Oversees service provider accounting tasks to ensure Army management agreement with and auditor understanding of key processes and controls that lead to timely, reliable and auditable financial statements.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Basic Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as experience in DOD budgetary and proprietary accounting as well as management and financial statement reporting to include tasks such as trial balance review, transaction research, general ledger adjustments, abnormal balances, tie points, reconciliations related to various account types, and month and year end closing procedures; experience in financial statement audit deficiency remediation; experience with implementing and defining accounting and reporting requirements for new systems such as G-Invoicing (G-INV); and experience leading diverse teams through high visibility or deadline-driven projects and process changes. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
