The incumbent serves as a Program Specialist within the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), Service Delivery Office (SDO), Project Management Service, Contracting Officer Staff within the Office of the Secretary.
Duties
Provides support to senior Contracting Officers with market research on small acquisitions. Performs minor tasks within our cloud-based acquisition systems. (Electronic Contract Management System (eCMS) and the Integrated Financial and Acquisition Management System (IFAMS))
Performs public outreach as needed.
Conduct continuing and periodic studies involving compilation and analysis of data for purpose of evaluating the effectiveness of cemetery operations, identifying areas requiring improvement, and recommending procedures or methods for more efficient operations and production. This includes studies involving a wide variety of management and operational reviews covering workload analysis, utilization of resources, productivity charting, graphing, workflow processes and improvements, and changes in organizational structure and methods of operations to promote efficiency of operations. Conducts audits, surveys, and systematic reviews of operations to ensure that established policies, practices, and procedures are effectively implemented. Provides staff assistance to develop and implement changes in procedures, operations, and staff organization.
Controls, coordinates, analyzes, validates, and participates in the analysis of administrative and field activities along with numerous other statistical and narrative reports. Assembles workload data, work measurement data and work program data for the development of budget estimates, equipment needs, RMT submission, facilities repair requests and gravesite depletion tracking. Studies areas where modified work methods, procedures, or systems must be developed in response to technological advances or actual or proposed changes in either legislation or overall program purpose.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 9. At the level GS-7, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

You may qualify based on your experience and/or education, as described below:
GS-07 Qualifications:
Specialized Experience GS-7 : You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist in providing support to senior Contracting Officers with market research on small acquisitions; Assist with minor tasks within our cloud-based acquisition systems. (Electronic Contract Management System (eCMS) and the Integrated Financial and Acquisition Management System (IFAMS); Process, issue, and maintain a log of warrants and Contracting Officer Authorization letters issued to field Resident Engineers. Monitors employees with warrants; Gather and filter data from solicitation responses and checks on CCR if the firms are registered; Assist Contracting Officers in preparing and processing various types of contractual documents; Establish and implement new or changes to office procedures to support the program goals of the office. Conducts research to make revisions in procedures and to develop electronic guidelines for field personnel to follow and implement; Manages administrative workload appropriately to ensure that the priorities, commitments and program goals; Assist in conducting research and develops mechanisms to improve current contract tracking data and reporting systems.

To qualify based on education for this grade level you must have successfully completed 1 full year of graduate-level education at an accredited college or university. (NOTE: 1 year of full-time graduate education is defined as 18 semester hours, unless otherwise defined by the college or university). (TRANSCRIPTS REQUIRED)

Superior Academic Achievement at the Baccalaureate Level: To qualify based on Superior Academic Achievement at the baccalaureate level, based on one of the following - 1) class standing (upper third of graduating class in the college, university, or major subdivision, such as School of Business), 2) grade-point average (3.0 or higher out of a possible 4.0, based on 4 years of education or on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum), or 3) election to membership in a national scholastic honor society meeting the minimum requirements of the Association of College Honor Societies (excluding freshman honor societies).
