This position is located with the State & Private Forestry Washington Office Fire and Aviation Management (WO-FAM). Serve as Assistant Director for Partnerships and Business Management and provides overall leadership and guidance for planning and execution of partnership program and business management in support of Forest Service - Fire and Aviation Management. Duties

Support a broad national spectrum of organizational, managerial and technical issues related to program, partnerships and business management, ensuring plans are compliant with federal law. Provide advice and counsel to Director, Deputy Directors and agency managers concerning major decisions and potential changes in program direction, realignment of functional responsibilities, and key programs or functions. Address and support complex and unique program requirements for a diverse mix of programs within the Director Area. Represent the Directorate at high level conferences and meetings with representatives from other government agencies, as well as private industry, on matters related to partnerships, strategic management, productivity and business management. Provide technical advice and consultation in both formal and informal settings through a broad expanse of personal contacts from various program communities within the Department of Agriculture and with professional staff in Congress. Identify and recommend programs and activities requiring review and analyzes and coordinates specific findings and follow up action. Provide technical and administrative supervision to employees in a variety of professional and non-professional occupations. Requirements

  • Must be a U.S. Citizen or National.

  • Successful completion of one year probationary period, unless previously served.

  • Subject to one-year supervisory/managerial probationary period (unless prior service is creditable).
  • New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
  • Selectee is subject to financial disclosure requirements and must submit form OGE-450, Confidential Financial Disclosure Report, within 30 days of appointment and annually thereafter.

Specialized Experience Requirement: For the GS-15 grade level: You must have one-year specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as majority of the following: Providing leadership and guidance for program planning and execution of an agency program, advisor to the leadership team on all matters related to program planning, execution and business improvement processes; cooperation with other high level experts for coordination and development program alternatives and modifications; preparing long and short-range planning guidance in accordance with program policies and objectives, and conduct continuous appraisal of resource utilization in accomplishing program objectives and goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
