This position is located within the VA Northern California Health Care System in Vallejo, California serving as the Authorization Manager for the Community Care Service with responsibility for ensuring Community Care consults received are reviewed, tracked and completed timely (end-to-end referral process), based on the national Performance Metrics and to oversee and provide guidance and supervision to the work of his/her employees assigned.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Program Coordination Conducts daily monitoring of Community Care's consults, ensuring it aligns with the VA Mission Act, Office of Community Care Field Guidebook (OCC FGB), and consult management policies and directives as it relates to processing consults in a timely manner. Ensures his/her staff are following the proper guidelines and steps on how to properly retrieve, schedule, process consults with a community care provider in a timely manner according to guidelines. Assists stakeholders in implementing actions designed to improve operations or resources, provide expert advice and technical assistance to managers/supervisors in a wide variety of areas for collaboration. Participates on various committees and workgroups as assigned. Monitors all Community Care consults to ensure continuity of Veteran care, and that every effort is made to work with community providers in scheduling consults timely. Assures that accurate, complete, and timely information is submitted to his/her direct Supervisor, Business Manager and Chief, Community Care, and other VANCHCS Leaders as requested. Data Input & Analysis Collects, monitors, and analyzes data pertaining to retrieval, scheduled and processing of consults for Community Care. Uses and interprets data on VA Data Portals, such as, but not limited to, VSSC, Pyramid Analytics and Consult Cube. Identifies and reports gaps and issues to appropriate supervisors/managers in a timely manner. Formulates and implement action plans. Inputs, tracks, and formulates data, and be able to interpret and present the data to stakeholders. Supervisory Duties Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions. Establishes guidelines and performance expectations for staff. Observes employee performance/productivity, conducts work performance critiques and provides informal feedback to correct employee performance issues. Resolves informal complaints and grievances. Develops work improvement plans, and recommends personnel actions as necessary. Provides advice to employees related to work and administrative matters. Ensures that subordinates are trained and comply with the provisions of applicable safety regulations. Manages and/or prepares responses to correspondence in an organization. Directs administrative activities within the product/service line to support the organization's business goals and objectives. Responsible for budget planning, administration, control and cost-effective use of the Community Care budget. Analyzes program trends and forecasts anticipated changes in costs, workloads, and staffing requirements. Prepares justifications for major expenditures for equipment, supplies, and services. Performs other related duties as assigned. Qualifications

To qualification for this position, all applicants must meet the following: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that has given you the knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes overseeing, providing guidance, and supervising employees performance; conducting administrative and personnel management functions relative to staff supervised; directing, leading, and coordinating the administrative functions and activities of community care programs; providing oversight of program resource management, operational planning, and position management; planning and/or evaluating projects, training needs, and studies; maintaining an on ongoing tracking system to ensure accuracy; performing quality assurance checks on activities affecting the organization and programs; performing and utilizing excellent verbal and written communication skills to interact with groups and individuals of varying backgrounds; applying expert knowledge of health care system administrative and management principles, common financial analysis techniques, including budget planning, staffing and manpower utilization; completing in-depth data analyses; and preparing complex documents and reports. Physical Requirements: The work is primarily sedentary, although there may be some physical effort required through the use of computers or transporting documents, presentations and pamphlets to outreach events.
