About the Position: As a Budget Analyst, you will serve as the technical authority and advisor overseeing all financial management procedures and systems for the organization to include assisting other budget analysts with data and reports and advising upper management on financial systems, controls, and procedures.
Duties
Oversees the Command’s Automated Time, Attendance and Production System (ATAAPS) and Defense Civilian Payroll System (DCPS) issues and interprets guidance from Financial Liaison Office and resolution of problems and inquiries.
Provides current guidance, leave regulations, payroll policies, and reporting procedures to Command timekeepers and supervisors ensuring they are abiding by procedures, application of leave regulations, and administrative requirements.
Ensures timely receipt of ATAAPS and DCPS payroll reports, such as: certified and uncertified time, attendance reports, missing time, and invalid transaction reports.
Interprets and implements regulations and policies issued by Defense Finance and Accounting Service (DFAS), the Department of the Army (DA), and FORSCOM using prescribed guidance and established policies.
Troubleshoots problems and corrects deficiencies with systems and sub-systems involving modifications, upgrades, replacements, and implementation.
Assist with the financial systems training program for fund control and financial personnel of the command ensuring personnel are properly trained and capable of performing their duties.
Interprets, analyses, and resolves complex financial problems, recommends and implements corrective action.
Serves as the Travel Program Coordinator and oversees the HQ FORSCOM Program which includes the Government Travel Charge Card (GTCC) and the DTS.
Serves as the DTS Debt Management Monitor (DMM) and researches, solves and clears debt issues with customers, and assigned personnel as Organizational Defense Travel Administrators (ODTAs), and DFAS staff.
Implements FORSCOM Table of Distribution and Allowances (TDA) civilian/military manpower allocation policy and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary, the selectee can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position and is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain the Financial Management Level 2 Certification within the required time may subject the selectee to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes overseeing financial management procedures, systems, and funds for the organization; AND assisting budget analysts with data and reports and assisting management with financial systems, controls, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
