About the Position: Serves as the Resource Management Officer for the Defense Language Institute Foreign Language Center (DLIFLC) under the direction of the Assistant Commandant.
Duties
As Director of Resource Management, is responsible for planning, organizing, directing and synchronizing the diverse resource management operations of Defense Language Institute Foreign Language Center.
Develops and issues staff guidance, operational policies, procedures, and other criteria to assure timely and effective accomplishment of the mission.
Orchestrates DLIFLC resource management operations through subordinate supervisors and staff in four separate functional divisions/areas: Planning, Programming, and Evaluation; Budget; Accounting; and Management and Manpower.
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Ensue all resource operations reflect Commandant, DLIFLC training guidance and priorities and are legal, moral, and ethical.
Develops decrement strategies that allow continued operations after resource level reductions and maintains prioritized un-financed requirement lists that allow timely application of new resources against well-defined requirements.
Is the Command authority and consultant in aspects of financial, manpower and program management and represents the Command at senior level meetings, briefings, and conferences.
Leads the future year requirements and long-range resource planning process.
Is the principal staff officer responsible for implementing and managing a diverse set of programs that aid in the effective and efficient use of resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Financial Management Certification Level 3 - Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
