This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Coordinates the Acquisition Management Oversight (AMO) program for the Defense Language Institute (DLIFLC). .

Duties

Coordinate, manage and is responsible for the input of contract data into various IT systems. Participate in planning and executing Contract Review Boards. Provides technical advice, assistance and training to all levels of personnel and management officials on the Acquisition Management Oversight (AMO) process and systems. Assist in planning, developing, conducting and presenting financial analyses of current or projected contracting programs. Prepare and completes the annual Contract and Per Capita review by collecting execution data from multiple systems. Participate in periodic budget reviews and updates conducted by Resource Management to ensure accurate and prompt execution of resources. Conducts analyses and evaluations and coordinates approval of all acquisition packet approvals. Incumbent is considered a subject matter expert for assigned programs and assists in the preparation of all position papers and verbal or written presentations in these specific areas. Assist supervisor and team members in monitoring the acquisition program overall DLIFLC requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • TDY requirements. Up to 5% of time spent in travel.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent has 2 years to complete the Financial Management Level 2 Certification.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes experience using Acquisition and/or financial management processes preparing detailed analyses and estimates of execution and cost benefit analysis; utilizing information systems for cost management; and gathering information to determine projected costs of current and future programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or equivalent). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade: time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
