You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT COMMUNITY of NAVAL POSTGRADUATE SCHOOL.
Duties
You will advise customers regarding Department of Defense (DoD) Financial Management Regulations and associated directives and policies.
You will use software capabilities (e.g., Excel, Access, or similar software) to process, review, and report on financial data.
You will write integrated budget, performance planning, and fiscal management policies for the execution of resources.
You will present financial summary reports to managers.
You will assess financial programs for effectiveness in meeting organizational goals.
You will Analyze and resolve financial problems within an organization.
You will assist academic departments with the formulation of annual budget estimates
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on financial and programmatic issues pertaining to use of resources, funding/manpower allocation, and internal and external customers within an academic environment; 2) Applying knowledge of management controls, risk management, accounting, and auditing theory, concepts, practices and techniques to address broad and complex assignments; 3) Supporting organizations with an annual operating budget in excess of $200 million, that includes appropriated and reimbursable funding to ensure compliance with federal policies; and 4) Utilizing and advising on a variety of DoD financial management systems, including the full range of functionality and applicability of systems such as Standard Accounting and Budget Reporting System (SABRS), the Consolidated Financial Management System, Consolidated (CFMS-C) Standard Labor Data Collection and Distribution Application (SLDCADA), Defense Travel System (DTS) and the Navy Enterprise Resource Planning (ERP) system.
