The primary purpose of this position is to serve as Chief, Wing Cybersecurity/Information Assurance who is the 633d Air Base Wing Commander's authority and focal point for Network and Communications Security, Program Management, Computer Security and Public Key Infrastructure (PKI) Certificate Issuance (Local Registration Authority) for multiple globally separated units.
Duties
Supervisory personnel management responsibilities over communications and Information.
Serves as JBLE DOD 8570 Program Manager.
Manages JBLE Transient Electromagnetic Pulse Emanation Surveillance Technology (TEMPEST) Program.
Implements and installs Communication Security (COMSEC) for all cryptographic activities including the management of the USAF F-22 COMSEC and Cryptographic Access Program (CAP).
Manages the Unit Security Program.
Chief, JBLE Local Registration Authority (LRA)/Public Key Infrastructure (PKI) Manager.
Serves as the Computer Security (COMPUSEC) Manager.
Manages the Key Management Infrastructure (KMI) System program and the Certificate Authority Workstation (CAW).
Provides technical training and instruction in Cyber Awareness Training and Education program procedures to supervisors, employees and/or unit security representatives.

- Incumbent must be able to obtain and retain a Top Secret security clearance and have access to Sensitive Compartmental Information (SCI).
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DOD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DOD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes skill in applying and developing advanced Information Security (INFOSEC)/Cyber Surety principles, concepts, methods of standards and practices sufficient to lead/conduct complex, high level studies while developing policies and procedures related to all facets of Cyber Surety /Information Assurance principle requirements that governs planning and delivery of services throughout the agency by providing expert technical advice, guidance and recommendations to higher ranking military and senior civilian managers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of computer systems including systems software database software, and immediate access storage technology to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and application.
Knowledge of telecommunications system, media, equipment, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
Knowledge of Local Area Network Security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
Knowledge of security concepts, principles, and practices to plan and implement security procedures for physical personnel, and information security programs within the limit.
Knowledge of personnel management policies, practices, and procedures. Ability to communicate effectively, both orally and in writing.
Ability to develop and conduct training on information, personnel and physical security. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
