The primary purpose of this position is to anticipate, plan, develop and field Cyber & Information Technology (IT) capabilities to satisfy customers' needs. Support is management of Cyber/IT contracts including communication, computer, and local area network support services, software development and other Cyber/IT related acquisition and mission support services.

Duties

Conducts in-depth systems analyses of existing systems and system components to determine comprehensive installation business requirements and opportunities for new and/or enhanced information technology. Plans and coordinates all phases of acquisition from conducting feasibility studies to determining requirements all the way to implementation and integration of assets. Seves as a contracting officer representative providing technical guidance and advice requiring a high level of skill in analyzing systems status as related to potential organizational business requirements. Provides technical assistance to organization and installation IT users as well as less experienced IT analysts during all phases of standard life cycle of assigned systems

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210.BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience assisting with the planning, designing, and implementing of IT systems by analyzing requirements, developing acquisition strategies, and implementing systems enhancements; aid in in-depth systems analyses of existing systems and systems components, statistical and evaluative methodologies of security, reliability, and utilization of systems and networks to determine if organizational needs can be met; and assists in the specific milestones, appropriate data formats, systems interface plans, detailed system layouts, and test plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT Principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles Knowledge of customers' business processes and operations to anticipate and refine functional requirements Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, systems architecture, integration techniques, and testing methods Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements develop acquisition strategies, and implement system enhancements. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
