This position is with the Natural Resources Conservation Service (NRCS) and works in a State Office within the Management and Strategy organization,
Serves as an Administrative Program Specialist working for the Assistant State Conservationist for Management and Strategy (Supervisory Business Manager).
Duties
Analyzes, creates and implements new methods for coordinating the administrative work of an organization with centralized and decentralized organizational offices.
Provides advice and assistance to the Supervisory Business Manager on administrative program operations and performs special projects as requested.
Reviews current procedures for internal processing of administrative work, and on own initiative recommends revisions to improve workflow and efficiency of operations.
Resolves complex administrative program issues or problems.
Incumbent interprets established and pertinent regulations and organizational policies, management principles, administrative rules, and staffing guidelines and stays up to date with changes and new requirements affecting the work of the organization
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. ( No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
Researching and analyzing program data, and compiling summary reports, and offering recommendations for enhancement of program procedures;
Preparing and editing a variety of documents such as reports, spreadsheets, forms, tables, charts, graphs and correspondence;
Researching appropriate regulations and guidance related to program support functions to resolve issues or improve operating procedures; and
Managing records for an organization advising on maintenance, disposition, destruction and transfer of records.

OR
Substitution of education in lieu of specialized experience:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in business, accounting, finance, or other directly related field. (You MUST submit supporting academic transcripts.)
OR
Combination of Education and Experience:
Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.)
Specialized Experience at the GS-12: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
Preparing and editing a variety of documents such as reports, spreadsheets, forms, tables, charts, graphs and correspondence;
Developing and implementing policies, procedures, performance objectives, and goals to develop and manage initiatives and programs;
Analyzing, evaluating, and recommending more efficient, effective, and economical ways to meet workload and program goals; and
Interpreting and applying administrative policies and procedures.
Note: There is no education substitution for the GS-12 level.
