About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command ACFOS G3/G33 at Fort Eisenhower, Georgia.

Duties

Actively participates in the development, recommendation and promulgation of a cohesive and dynamic training strategy for the organization. Performs a variety of analytical, planning, and related tasks concerned with individual, collective and unit training of Active and Reserve Component Cyber personnel and organizations. Manages Digital Training Management System (DTMS), Army Training Requirements Resource System (ATRRS). Applies knowledge of cyberspace in the doctrine, material, and training in accomplishing front end analysis and training development requirements. Conducts training to subordinate units and organization on DTMS. Coordinates with a variety of military and civilian subject matter experts, analyst and education specialist regarding analysis and development of collective/unit training products and recommendations. Responsible for development of individual training initiative performance standards for ARCYBER training development efforts.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
• Must pass an initial and periodic urinalysis screening for illegal drug use.
• Incumbent must be able to obtain and maintain a Top-Secret clearance.
• Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
• Temporary duty travel may be required approximately 15% of the time.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) developing training strategy, materials and publications with an organization 2) performing analytical tasks relating to the training of Active and Reserve Component Cyber personnel and organizations, 3) proven success of individual training research and 4) managing tracking and monitoring systems for training such as Digital Training Management System (DTMS) and Army Training Requirements Resource System (ATRRS). My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
