About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. The position is with the 780th MI BDE, 782D MI BN responsible for planning and leading one or more specialized research/development project teams that are developing capabilities in support of Joint and National Cyberwarfare requirements.
Duties
Applying emerging technology trends to the development of cutting-edge offensive and defensive cyber capabilities
Performing malware analysis, reverse engineering, penetration testing, malware development and persistence, and stealth exploit identification and development
Leading advanced research projects in highly specialized arenas of cyberwarfare
Anticipating project requirements from incomplete information and identifying critical gaps to obtain missing input quickly
Providing direct support to the Cyber Solutions Development Detachment Director of Operations with respect to planning, organizing, and tasking projects
Representing the command to external organizations as a technical expert in multiple disciplines related to offensive cyber development activities
Requirements
- Must be able to obtain Senior level USCYBERCOM/ARCYBER JQS certification within 2 years of accepting this position.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Temporary duty (TDY) travel may be required 25% or less.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Stress is inherent in the nature of work. Short-suspense actions and pressures of time contribute to heightened demands. May be subject to short notice expanded hours, possible recall situations, and irregular work hours, including weekends/holidays.
- Overtime/shift work may be required.
- Position is designated as KEY and cannot be vacated during war or national emergency without seriously impairing the mission ? position cannot be held by someone in reserve status.
- Position is designated Mission Essential and incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

Specialized experience is defined as: Leading advanced research projects in highly specialized arenas of cyber warfare; planning, coordinating and executing the development of multiple projects simultaneously or leads projects that have broad impact on the activity's portfolio and suite of capabilities; applying emerging technology trends to the development of cutting-edge offensive and defensive cyber capabilities which are highly specialized in nature or have the potential for very broad impact; and, advising on policies and strategies related to the acquisition and development of offensive cyber capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13).
