This position serves as an Outreach Specialist in the Bureau of Land Management (BLM), Oregon/Washington (OR/WA) State Office, in the Social Science Section, Division of Resources, Lands, and Minerals. This position's duty station is negotiable after selection, potential duty stations to be considered are any BLM office in OR/WA.
Duties
Implements programs in BLM OR/WA to increase youth, volunteer, and community partner engagement in BLM project-based work, environmental education, and stewardship activities.
Coordinates development and implementation of conservation-related career and educational opportunities and programs with government and non-government groups, BLM program specialists and upper-level managers, and headquarters’ program lead staff.
Establishes and implements standards, policies and procedures regarding these programs.
Develops communications strategies to enhance understanding among, and to communicate information to, youth, volunteers, and community partners about programs and initiatives.
Performs substantial procurement, budget, and partnership and volunteer administration duties and tasks impacting BLM OR/WA offices and workloads.

Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: You must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Developing outreach methods and communication strategies to increase communication about conservation-related career or educational opportunities to hard-to-reach audiences; 2) Developing educational or stewardship programs to increase youth, volunteer, and/or community partner engagement in conservation, environment protection and restoration, or natural and cultural resources management; 3) Establishing policies or standards related to development and implementation of conservation-related career or educational opportunities programs for individuals or groups; 4) Utilizing various types of communications methods and technology (such as fact sheets, question-and-answer sheets, brochures, videos, social media and websites, etc.) to disseminate information about natural and cultural resources management programs and initiatives.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
There is no substitution of education for experience at the grade level of this announcement.
