Remote work is NOT an option for this position. This position is permanently on-site in a BLM office in Southern Idaho which will be negotiated upon selection. If the selected BLM office cannot host the position, the selectee would be notified and offered the default location, which is Boise, Idaho.

Duties

Serve as the state’s principal technical expert and point of contact for the Districts, State, and Headquarters as well as with the Office of the Solicitor. Review renewable energy project proposals, applications, and associated analysis documents for compliance with all laws, regulations, standards, and guidance. Provide quality control and technical, operational, and managerial recommendations to BLM Idaho leadership, BLM District and Field Offices, and other agency officials on renewable energy matters. Develop financial management components of assigned programs such as setting priorities; preparing final work plans, mid-year reviews, and other program planning; and overseeing and managing cost recovery accounts for assigned projects. Coordinate between BLM local, state, and national offices relating to renewable energy development and policy including rights-of-way applications, associated environmental analyses, issues and needs, and project timelines. Apply project management expertise and training to specific project management needs in the field. Prepare, present, and communicate program- and project-related information to management on program/project status, timelines, major work problems and issues, and needs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-12, you must have one year of specialized experience comparable in scope and responsibility to the GS-11 grade level. Specialized experience for this position includes but is not limited to: 1) working on a project as part of an interdisciplinary team; 2) preparing written reports and briefing management or external customers on technical topics; 3) interpreting laws, regulations, policies, or procedures related to natural resource programs, such as rights of way or mineral leasing; 4) preparing planning or environmental analysis documents for actions proposed on public lands. To qualify for the GS-13, you must have one year of specialized experience comparable in scope and responsibility to the GS-12 grade level. Specialized experience for this position includes but is not limited to: 1) leading an interdisciplinary or project team; 2) communicating with internal and external customers to include organizational leaders; 3) interpreting and applying laws, regulations, policies, or procedures related to renewable energy programs; 4) reviewing planning and environmental analysis documents; 5) working with budget and workload planning for an office, program, or project. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
