Duties
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Assists with resolving complex functional problems and affected customers.
Coordinates and participates in the development and presentation of program training. Incorporates new ideas and methodologies and applies new and innovative practices as appropriate.
Monitors the organization’s internal metrics and other performance measurement indicators. Reviews annual internal and external customer surveys and takes appropriate actions to improve results.
Reviews all responses to congressional inquiries to ensure accuracy and consistency with policy and regulatory guidance, and participates in formal and informal management planning, policy and decision making sessions.
Plans, manages and supervises the assigned branch or division staff which consists of technical, GS-11, personnel.
Manages and directs the operations of Defense Military Pay Office (DMPO) which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
Exercises accountability/ leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct execution of DoD guidance, policies, and procedures with respect to Military Pay Operations.

Qualifications
To be hired at the GS-12 grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience performing military entitlement analysis and assisting in the design, development, and support of military pay operations and related organizations. Demonstrates substantive knowledge of financial management principles as they relate to automated systems processing and operations; planning and implementing operational improvements to a wide range of financial operations, systems, policies, and procedures; and providing financial systems expertise to senior leadership to help them carry out financial missions with allocated resources.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
