This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Position to recruit and appoint qualified candidates to positions in the competitive service. About the Position: DJ-0301-04 US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.

Duties

Support the organization with workforce career development, succession planning, processes, and tools to allow personnel to achieve and sustain acquisition excellence. Serve as the Senior MEDCOM Organizational Acquisition Point of Contact (OAP) for the U.S. Army Acquisition Support Center (USAASC). Facilitate and supports requirements for the Acquisition Career Management Advocate (ACMA). Manage the development of policy changes in response to changes in appropriations and allocations alteration. Develop new interpretations and procedures which extends existing procedures and or may result in precedents for others to follow. Develop and implements procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems in line or operating systems. Provide interpretation of such programs as Defense Acquisition Workforce Improvement Act (DAWIA) policy, Army Acquisition Corps (AAC) policy, and the career management of USAMRMC personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Incumbent may be required to complete a two-year probationary period.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management and Business Financial Management certification within 48 months as of entrance on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. In order to qualify for this position you must also meet the specialized experience requirement listed below. Specialized experience: ): One year of specialized experience equivalent to the DJ-03/ GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Exercising discretionary oversight of distribution of funds in program budgets. 2) Managing integration of funding, project development and contract management. 3) Developing standard methods and procedures to be used in managing project funding and prepares guidance regarding work authorization, funds, and funding documents. And 4) Interpreting programs such as DAWIA programs and policies for career program managers.
