Duties

WHAT YOU'LL BE DOING DAY TO DAY As an Administrative Officer, you will use your knowledge of and experience to optimize business results and customer experience by: Serving as principal advisor to an important agency organization on all administrative management matters associated with programs and operations. Analyzing organizational priorities and providing a wide range of liaison services to support administrative aspects for a significant agency component. Gathering data and analyzing information for serviced organizations. Analyzing impact of new programs in terms of costs and resources required to support varied levels of program operations. Consulting with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing staffing standards for new or substantially altered program functions. Identifying problem areas, analyzes situations, recommending viable solutions and prepares reports as required. Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: For GS-09: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing at least two (2) of the following: Assisting the senior officer in developing recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations. Aid in the preparation in a variety of budget analyses and maintains budget records; and Performing procurement and/or contracting administrative functions. -OR- Education: Successful completion of at least two (2) full years (36 semester/54 quarter credits) of progressively higher-level graduate education; or a master's or equivalent graduate degree; or a LL.B. or J.D if related; in an accredited U.S. education program. For GS-11: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least three (3) of the following: Advising program managers regarding budgetary concerns of an assigned unit such as shortfalls or unanticipated financial needs. Participating in creating strategic operating plans for new fiscal years, which can include the gathering of key information essential to the planning process. Providing, securing, or negotiating for resources or services involving management analysis, reports management, and/or data. Advising on applicable laws and regulations, policies and/or procedures. -OR- Education: Successful completion of at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education; or a Ph.D. or equivalent doctoral degree; or a LL.M. if related; in an accredited U.S. education program.
