You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING & AQUISITION MANAGEMENT DEPARTMENT of NAVOCEANO BAY ST LOUIS.
Duties
You will serve as a principal advisor to the Commanding Officer on acquisition and procurement and integration of activities in planning, budgeting and allocation recommendations for near-term and long-term PPBE shaping.
You will oversee the planning, direction, administration, management and execution of the command’s contracting portfolio.
You will manage policy changes, department organizational changes, and exercise discretionary authority to approve execution of funds allocated to the department.
You will develop and manage department metrics to ensure goals are achieved and good business processes are followed.
You will provide guidance and direction to staff to include Contract Specialists, Procurement Analyst, Purchasing Agent, Acquisition Specialists and administrative support personnel.
You will oversee the work of all subordinates and evaluate performance. Lead subordinates to exercise due diligence in the execution of their acquisition responsibilities.
You will be responsible for Contract Portfolio Management functions for Naval Oceanography Commands to include Pre and Post Awards.
You will develop, implement and provide training to command staff and subordinate commands regarding procurement document development and current procurement techniques/methods on various topics.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field CONTRACTING Level III. Certification is required within 24 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- A bachelor's degree is required.
- The incumbent may be required to work overtime.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Expert experience exercising the full scope of supervisory responsibilities such as planning, assigning, developing and evaluating performance of subordinates; expert experience managing all aspects of all contracts assigned personnel; expert experience supervising and implementing the full range of various program contracts, administration and procurement; expert experience analyzing complex functions; document contract performance and close-out contracts; expert experience managing negotiation of change orders involving specifications, funding and/or terminations of all contracts; expert experience interpreting and applying legal requirements to contracts, supplies, and services.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
