You will serve as a LEAD CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT, N5, NAVAL OCEANOGRAPHIC OFFICE (NAVOCEANO) of NAVOCEANO BAY ST LOUIS.
Duties
You will be responsible for providing technical guidance to Contract Specialists GS-7 trainees to GS-12.
You will review procurement actions to ensure accuracy and completeness.
You will monitor contractor performance in relation to the completion schedule.
You will serve as a regular voting member of the Contracts Review Board.
You will assist the supervisor with the training and mentoring of junior contracting personnel and other interns/trainees assigned to the divisions.
You will be responsible for contracting for large, complex, and unique requirements.
You will be responsible for obtaining and maintaining a Contracting Officer's warrant.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). The position requires the incumbent to possess a Contracting Level III certification. DAWIA Level III certification is required for full target position.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing technical guidance and developing others in the acquisition process.
Experience planning, developing, and executing complex contractual strategies and providing warranted signatory authority to enter into contracts consistent with the needs of the organization for which service is being provided.
Experience analyzing recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting and matters requiring complex acquisition techniques.
Experience serving as intermediary between the team and upper management, articulating assignments, planning work of team members, training and providing input to the supervisor on performance management and personnel administration.
Experience must be recent, within three (3) years, and demonstrate experience in conducting negotiations regarding price, contractual changes terms and conditions, and/or lead-times to meet customer needs, preparing award documents (i.e., purchase orders, task orders, delivery orders and/or contracts) and reviewing them for adequacy and completeness.
Experience reviewing previous history, market conditions, specifications, and/or technical data packages to develop acquisition strategies.
Experience preparing pre-award documentation and performing cost/price analyses to support a business decision.
Experience citing and applying regulations and guidelines in formulating and administering contracts while assisting others in doing the same.
Experience making independent decisions such as awarding and determining contracts, determining types of contracts, clauses and provisions, and resolving issues/discrepancies affecting contract actions.
Experience interpreting contract regulations and legal requirements, analyzing industry patterns and practices, and providing supervision and training.
Experience effectively communicating with people of various professional backgrounds, including writing in a clear and concise manner.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
