You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT (N5) of NAVOCEANO BAY ST LOUIS.

Duties

You will oversee planning, direction, administration, management, and execution of the commands contracting mission. You will develop and execute long-term strategic goals/initiatives for the department, ensuring alignment with commands strategic plans and objectives. You will provide guidance and direction to staff and administrative support personnel. You will oversee the work of all subordinates and evaluate performance. You will perform a full range of first and second level responsibilities in Position Management, Personnel Management and Professional Development for subordinate staff. You will oversee and execute major acquisitions. You will serve as principle representative in dealing with corporate level officials from contractor organizations, and other agency contracting offices.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • The position requires the incumbent to possess a Contracting Level III certification under the Defense Acquisition Workforce Improvement Act (DAWIA). DAWIA Level III certification is required for full target position.
  • Procurement Integrity Certification: This position is required to comply with Federal Procurement Policy Act (41 USC 423) as amended.
  • The incumbent may be required to work overtime.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying policies, principles, practices, and techniques of Government contracting and the Federal Acquisition Regulations (FAR) and DoD FAR Supplement (DFARS). Experience balancing the competing requirements of multiple contracts at various stages of procurement: from planning procurement strategy to pre-award through post-award and/or termination and closeout. Experience with problem-solving, contract negotiation, oral and written presentation. Experience supervising and directing the planning, distributing, coordinating, and monitoring the work assignments of others; evaluating work performance and providing feedback to others on their performance; ensuring that staff are recruited, appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner adhering to EEO policies. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Have at least 4 years of experience in contracting positions;

and

Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
