Duties

You will serve as N5 Operational Supervisory Contract Specialist over the Procurement Divisions located in the Contracting Department. You will develop and maintain efficient work processes and organization structure that best serve the mission needs, to provide the optimal balance among workload, mission priorities, funding constraints, skill utilization, and employee development. You will manage priorities and critical deadlines to meet customer requirements while enduring compliance with all legal and regulatory policies and Federal, DoD, and Navy guidelines. You will coordinate with the mission partners, General Counsel, auditors, and other agencies as required to complete the procurement and for post award administration issues. You will provide an executive level of managerial expertise and creativity in directing and supporting a diverse group of professional, technical and support personnel to meet the Command's procurement requirements.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • May be required to work overtime on an emergent basis.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must also demonstrate at least one year of one experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical guidance and developing others in the acquisition process. Planning, developing, and executing complex contractual strategies and providing warranted signatory authority to enter into contracts consistent with the needs of the organization for which service is being provided. Analyzing recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting and matters requiring complex acquisition techniques. Serving as intermediary between the team and upper management, articulating assignments, planning work of team members, training and providing input to the supervisor on performance management and personnel administration. Conducting negotiations regarding price, contractual changes terms and conditions, and/or lead-times to meet customer needs, preparing award documents (i.e., purchase orders, task orders, delivery orders and/or contracts) and reviewing them for adequacy and completeness. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
