About the Position: This position administers, controls, and coordinates the installation drug and/or alcohol testing and training programs in accordance with DoD and DA directives and policies. Manage the drug and/or alcohol testing program, maintain quality control and serve as technical advisor to commanders and supervisors.
Duties
Manages all aspects of the drug and/or alcohol-testing program.
Ensure the substance abuse programs and urinalysis collection procedures of all units are inspected annually and written reports of the inspection findings are provided.
Provides training in all classes dealing with drug and/or alcohol testing.
Develops and coordinates training for UPLs and civilian/military supervisors to ensure regulations, policies, and standard uniform procedures are adhered to during the urine collection process.
Provides statistical data related to drug and/or alcohol drug testing to the ADCO. Coordinates, creates and submits statistical reports as required by DA, HQ IMCOM, and other agencies and commands.
Operates and oversees the operation of office automation equipment for the purpose of random selection of drug and/or alcohol test candidates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be certified by the DA DTC Certification Course within 9 months of assuming their duties. Failure to obtain certification or failure to maintain certification may result in administrative actions and removal from the position.
- Incumbent may be required to obtain and maintain a T3 clearance.
- May successfully complete the Dept of Army Drug Test Coordinator course within 6 months of entrance on duty.
- Incumbent may be required to travel up to 10% of the time.

Specialized Experience GS-9: One year of specialized experience which includes: assisting in the coordination of an installations drug testing program and advising on standard drug testing procedures and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as but not limited to, Addiction and Substance Abuse or Pharmaceutical Analysis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
