The incumbent of this position serves as the Administrative Officer for the Community Reintegration and Recovery Service and is located in Gainesville, Florida. The Community Reintegration and Recovery Service (CRRS) is comprised of all community-based specialty mental health programs and services covering the entire North Florida/South Georgia Veterans Health System (NFSGVHS).

Duties

The Administrative Officer (AO) position provides high level administrative functions in support of the Community Reintegration and Recovery Service which is comprised of over 160 full time employees across six locations and has a multimillion-dollar budget of special purpose funding that is tracked and monitored. The incumbent of the AO position will be required to travel between multiple facility locations and provides administrative support to the service Chief including, but not limited to, administrative management, personnel management, budget and contract management, as well as quality management and performance improvement. Duties include but are not limited to: Coordinates ongoing data collection and analysis and uses advanced knowledge of administrative principles and theories to determine organizational performance. Uses available data to develop based on current performance, local systems and processes to improve performance both within and across program lines. Provides administrative program oversight by analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Responsible for developing and maintaining internal tracking systems to ensure timely and accurate submission of action items for the Community Reintegration and Recovery Service. Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or managed or inter internal control reviews. Provides for the budgeting and financial management of the functional area; This includes budget formulation, justification, and execution, financial management, and financial reporting. Maintains awareness of and information about the overall status of financial resources for the office in order to react to changing situations with timely recommendations. Work Schedule: Monday - Friday, 8:00am to 4:30pm. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages day to day administrative operations, identifying areas requiring attention and recommending course(s) of action as required. Surveys, evaluates, and analyzes data, and prepares and submits reports. Conducts space utilization planning at multiple work sites. Forecasts the allocation of resources such as budget, space, personnel, staffing plans, labor mapping, workload and equipment and advises leadership in determining future needs and assure maximum utilization of resources. Coordinates the Fleet Management Program for government vehicles. Manages annual equipment inventories, ensures preparation of necessary paperwork to turn in unnecessary equipment, reports missing equipment or requests replacement/additional equipment as needed. OR, Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education and specialized experience directly related to the work of the Administrative Officer. Physical Requirements: The work is primarily sedentary and carried out in an office. The work does involve some lifting of objects less than 15 pounds as well as operating a GSA vehicle as service is spread across multiple sites and to attend meetings at the medical center and in the community. Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Environment does expose the employee to the typical diseases associated Veterans suffering from serious mental illness, substance use disorder, and homelessness as well as general health conditions associated with working in a health care environment.
