You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the Business Operations Management Department, Reasource Management Division OCHR OPERATIONS.

Duties

You will set priorities and schedules work as necessary to ensure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign and monitor work to subordinates based on employee capabilities, priorities and difficulty and provide technical oversight, advice and instruction You will identify and coordinate employee developmental and training opportunities and hear and resolve employee complaints, referring serious complaints lacking resolution to higher level supervisors. You will provide technical, administrative, analytical and managerial assistance for programs or projects. You will manage administrative tasks, tracking of budgets, and ensuring that the program meets established organizational goals. You will review all purchases are allowable and appropriate and counsel cardholders within their span of control regarding regulations, misuse and delinquency. You will review all questionable transactions, resolving any questionable activities or elevating them to the next higher-level authority. You will lead a group of employees in meeting financial goals of the organization.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical guidance on financial management policies, procedures and practices; formulating and analyzing financial plans, reports and budgets; AND administering support activities (e.g., purchase/travel card programs) for an organization.
