You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of MARINE CORPS AIR STATION MIRAMAR.
Duties
You will analyze data for various financial reports (e.g., budget formulation, budget execution, accounting, audit readiness).
You will interpret the intent of financial statutes, agency regulations, and financial management regulations to provide guidance concerning accounting, budget, and financial actions.
You will plan for multi-year financial or budgetary program changes.
You will review, analyze, and edit budget estimates and requests for funds to ensure accuracy, adequacy of supporting justification, and conformance with policy and guidelines
You will analyze financial management practices to validate adherence to regulatory requirements.
You will plan work schedules, deadlines, and standards for acceptable levels of financial, accounting, or budgeting work.
You will provide advice and recommendations on all aspects of budget to MCAS Miramar activity program officials/managers
You will develop proposed budgetary policy and procedural guidance (e.g. format for budget estimates) for issuance to MCAS Miramar departments and activities
You will plan work, set priorities and schedule work to assure effective and expeditious accomplishment of high priority work

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Bargaining Unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .Serving as a budget officer in the formulation, justification, presentation, execution and review of both single and multiple year appropriated fund budgets; maintaining single and multi-year program budgets pertaining to labor, materials and reimbursables; developing budget and procedural policies; interpreting, analyzing, and advising on major operating programs; and ensuring the accuracy of an organization's entire budgetary responsibility.
