This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Transparency And Oversight Program Office. The DHS I&A's mission is to equip the Homeland Security Enterprise with the intelligence and information it needs to keep the Homeland safe, secure and resilient.

Duties

The incumbent will serve a first level supervisor and FOIA specialist responsible for providing programmatic support to senior leaders and managers in regards to safeguarding the collection, maintenance and dissemination of personally identifiable information (PII) and the creation, maintenance and disposition of official government records as required by the Privacy Act (PA); the Freedom of Information Act (FOIA); the E-Government Act; the Homeland Security Act; the Federal Records Act; and Office of Management and Budget (OMB), U.S. Department of Justice (DOJ) and DHS policies and guidance outlining privacy and records management program requirements. MAJOR DUTIES As the Chief, FOIA supervises and supports the I&A FOIA program while supporting the I&A FOIA Officer. As approved by the I&A FOIA Officer, makes final distribution of documents to the requesting party. Continually review I&A's FOIA program to determine compliance and responsiveness. FOIA Program Management (65%)

Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.

Qualifications

Duties continued: Supervisory Duties (25%) Perform first-line supervisory duties to plan, direct, coordinate, lead, counsel, and evaluate performance of subordinate staff. Plan and assign work to be accomplished based on priorities, requirements of assignments, and the capabilities of employees. Set priorities and prepare schedules for completion of work and review work product, accepting, amending, or rejecting their work. Provide advice, counsel, or instructions to employees on both work and administrative matters. Evaluate performance of subordinates, taking the necessary action(s) to assist employee's ability to improve performance. Identify developmental and training needs of employees and provides or makes provision for such development and training. Counsel and discipline employee and hear and resolve complaints and grievances as required and address subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Recommend the selection, promotion, and reassignment of staff members. Ensure compliance with Occupational Safety and Health, Equal Employment Opportunity, and internal control principals, policies, and procedures when carrying out his/her responsibility concerning all management decisions and courses of action. Specialized Experience: Comprehensive knowledge of the DHS and I&A mission and organizational structures program goals, and interrelationships, plus a thorough knowledge of qualitative and quantitative method and evaluative techniques to develop policies, standards, and processes covering complex program functions. Expert and authoritative knowledge of the Freedom of Information Act (FOIA), as well as other applicable information access laws, pertinent court cases decided under authority, and organizational policy to provide authoritative advice on FOIA implications of operational initiative with I&A and to perform extensive research on a wide variety of privacy issues related to information sharing, cybersecurity, international engagement, and intelligence activities. Knowledge is required to analyze records and make evaluations as to what records, portions of records, or information may be released or denied to the public. Comprehensive knowledge of a wide range of administrative, security, information management, and records management laws, policies, regulations, and precedents and the legal ramifications pertaining to creation and maintenance of official government records, related legislation, and in-depth knowledge of implementing regulations. Expert and authoritative knowledge of the E-Government Act; the Homeland Security Act; the Federal Records Act; and Office of Management and Budget (OMB), U.S. Department of Justice (DOJ) and DHS policies and guidance outlining privacy and records management program requirements. Skill in oral and written communications to accurately present briefings, findings, recommendations to all levels of management and to resolve complex FOIA and RIM issues; and to represent the organization's viewpoint in formal meetings and in dealing with functional managers or staff throughout DHS. This skill is also used to plan and manage preparation of privacy reports to Congress and other oversight offices, and prepare various types of, correspondence, briefings and testimony describing the privacy activities to government and public constituents. Mastery of the knowledge of advanced analytical and evaluative methods plus a thorough understanding of how regulations are administered to determine the extent of compliance with the rules and regulations issued by DHS and I&A. Expert understanding and interpreting written material; including technical material, rules, regulations, instructions, reports, charts, or tables; and ability to apply to complex situations. Ability to respond quickly, tactfully and remain within the parameters of established law and policy when discussing issues.
