Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Emergency Management Specialist in the Office of the Secretary's Operations Center (OSOC), you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience to:
Supervise and lead a Watch Team in the execution of the 24/7/365 SOC mission.
Act as one of the SOC Duty Officers during steady state making critical decisions and during SOC Activations serve as a Deputy SOC Director leading the ASPR Incident Support Team in response to all-hazards incidents, emergencies, and disasters.
Work collaboratively with the other elements of OSOC, Center for Preparedness, ASPR, HHS, the U.S. Government, and international partners to consistently improve effectiveness of OSOC mission execution.
Directs personnel in identifying, distributing, and balancing workload and tasks among employees. Develops performance standards, Individual Development Plans (IDP's), and training plans for staff. Rates and signs performance appraisals based on established standards.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve SOC effectiveness, efficiency and work products. Establishes short and long- range goals for assigned programs.
Provides all hazard, public health, and medical watch support; incident emergency alerts, notification, incident management support and support for emergency drills, exercises and emergencies for the DHHS. Maintains a high level of readiness in preparation for the SOC to successfully transition to either Continuity of Operations (COOP) or into incident management operations.
Serves as technical advisor providing expert advice and consultation on a wide range of topics affecting the overall management and programmatic oversight of operational activities of public health and emergency response programs.
Represents the SOC, ASPR, and DHHS in professional meetings and policy groups in matters of Emergency Management emergency management activities.
Develop and prepare senior leadership products and reports to ensure senior leaders maintain situational awareness of incidents or threats. Furnishes real time alerting and reporting by monitoring numerous sources, including National Operations Center (NOC) reports, Regional Emergency Coordinator (REC) reports; communications from other Federal, State, and local agencies, etc.

Qualifications
WHAT WE ARE LOOKING FOR
Must have at least one year of specialized experience, equivalent to the GS-13 level in the Federal service that includes performing all of the following:
Serving in a leadership role in emergency management.
Managing and evaluating programs related to emergency management, law enforcement, or medical activities.
Coordinating readiness activities and training.
Preparing and interpreting policy and guidance documents on emergency response issues and following emergency management related directives, regulations, laws, and guidance (e.g., National Incident Management System, National Response Framework, Homeland Security Presidential Directives).
