National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
Duties
Participates in managing aspects of the POM-related preparation and NDU cost model for reimbursable expenses. This includes Planning, Programming, Budgeting, and Execution Systems (PPBES).
Manage assigned budgets/programs to identify unfunded requirements and/or any deviation from the approved spend plans of NDU components. Recommend tradeoffs to fund emergent requirements and unfunded requirements.
Analyzed direct and reimbursable funding execution for the assigned programs to prepare official monthly and quarterly resource management reports to NDU Leadership in preparation for budget execution mid-year review and fiscal year-end.
Maintains the Defense Agency Initiative (DAI) financial system for funding allocations, commitments, and obligations of documents, and tracks the rate of obligation and expenditures.
Processes reimbursable documents for services received from other agencies and incorporates funding authority provided into the Component's funding allotments.
Monitor and track unliquidated obligations and unmatched disbursements to reconciled accounts within the accounting system. Provide responses and justification for dormant funding documents during the Dormant Account Review Quarterly (DAR-Q).
Requirements
- Must be a U.S. Citizen or National
- Must obtain and maintain a Secret security clearance to occupy a Non-Critical Sensitive Information position.
- Obtain/maintain Level II Financial Management Certification in accordance with National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599.
Qualifications
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 for GS-12 and GS-12 for GS-13 grade level in the Federal service. The specialized experience must be documented in your resume.
Specialized experience is defined as:
For the GS-12: Experience providing advice to managers on budget strategies and techniques; and interpreting budget laws, regulations; and utilizing an accounting system; and execution of direct and reimbursable funds; and skilled with Microsoft Excel, Word and PowerPoint; and analyzing budgetary data and presenting funds status and recommendations to leadership and other stakeholders.
For the GS-13: Experience with financial management systems; posting accounting system funding commitments and obligations (for travel, transportation, training, supplies, contracts, equipment, etc.), budget/accounting and other financial management technical methods to resolve difficult or sensitive problems. You must demonstrate experience 1) analyzing large quantities of data via financial/analytical software, and 2) writing reports to support senior leader decisions.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience for this grade level.
