National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.

Duties

Serves as the primary budget analyst for the Near East South Asia Center for Strategic Studies (NESA) responsible for the program planning, budget and execution of the funding associated with the NESA mission. Plans, organizes, and carries out annual multi-year budgeting projects in support of the NESA program and OSD/Combatant Command directed initiatives. Advises and assists managers in preparing, documenting, and submitting detailed budget estimates. Ensures compliance with Office of Management and Budget (OMB) and Defense Security Cooperation Agency (DSCA) regulatory guidelines/processes. Responds to queries from project managers, Contracting Officer Representatives, private contractors, and others relative to problems, status, and questions involving contracts issued in support of the mission {e.g., support contracts, etc.). Monitors and executes the NESA budget. This budget involves a wide variety of both direct and reimbursable sources and types of funding.

• Must be a U.S. Citizen or National
• Must obtain and maintain a Secret security clearance to occupy a Non-Critical Sensitive Information position.
• Obtain/maintain Level II Financial Management Certification in accordance with National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599.
• Required to complete an OGE-450 Financial Disclosure Form.

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service. Specialized experience is defined as as experience with program planning, budget estimates, and budget execution. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
