National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.

Duties

Participates in all aspects of the POM-related preparation and updates, or managing the NDU cost model for reimbursable expenses. This includes Planning, Programming, Budgeting, and Execution Systems (PPBES) of budget accounts. Manages the budget to identify unfunded requirements and other needs of NDU components. Maintains the Defense Agency Initiative (DAI) for funding commitments and obligations. Forecasts and identifies deviations and conducts financial analyses. Processes reimbursable documents for services received from other agencies and incorporates funding authority provided into the Component's funding allotments. Independently develops cost factors, ratios, tests and other means of evaluating the Status of Funds for NDU. Prepares official monthly and quarterly resource management reports for NDU leadership. Identifies the need for funds reprogramming actions. Recommends adjustments based on maximum economy, obligation analysis/trends, commitments, and financial conditions. Recommends tradeoffs to permit immediate funding of essential unfunded projects. Assists in the development of contract supporting documents to include Statements of Work (SOW) and Justification & Approval (J and A) documents.

Requirements

  • Must be a U.S. Citizen or National
  • Must obtain and maintain a Secret security clearance to occupy a Non-Critical Sensitive Information position.
  • Obtain/maintain Level II Financial Management Certification in accordance with National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599.

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 for GS-12 and GS-12 for GS-13 grade level in the Federal service. Specialized experience is defined as: For the GS-12: - Providing advice to managers on budget strategies and techniques; and - Interpreting budget laws, regulations; and - Utilizing an accounting system; and - Execution of reimbursable funds; and - Highly skilled with Microsoft Excel, Word and PowerPoint; and - Analyzing budgetary data and presenting funds status and recommendations to leadership and other stakeholders. For the GS-13: experience with financial management systems; posting accounting system funding commitments and obligations (for travel, transportation, training, supplies, contracts, equipment, etc.), budget/accounting and other financial management technical methods to resolve difficult or sensitive problems. You must demonstrate experience 1) analyzing large quantities of data via financial/analytical software, and 2) writing reports to support senior leader decisions . Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
