This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The IPVAP Coordinator provides clinical evidence-based services including assessments and interventions; program development; Veteran, family, caregiver, and staff education; community outreach; resource development; program evaluation; continuous quality improvement activities; and consultation. The incumbent develops effective partnerships with local, state, and federal agencies as well as non-governmental organizations.
Responsible for clinical and administrative programming and operations; developing policies and procedures for program operation; preparing reports and statistics for facility, VISN, and national use. The incumbent is responsible for the program's budget and funding sources. The incumbent manages the use of program data for oversight and evaluation.
Establishes partnerships with facility departments, programs, committees, and workgroups such as the Workplace Violence Prevention Committee, Employee Assistance Program, and Employee Health regarding services for employees who may experience and/or use violence.
Administers information and analytical systems to evaluate and enhance the quality of services provided to Veterans, families, caregivers, and VA employees impacted by intimate partner violence. The incumbent develops and implements information systems to track service activities including visits, referrals, demographics, and outcomes. The Incumbent develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
Participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and appropriate interventions. The incumbent advises and collaborates with interdisciplinary teams throughout the medical center on matters of intimate partner violence; creates educational tools, develops programs, and implements training focused on specific IPV needs and issues; provides education and in-service training to employees, Veterans, families, caregivers, and community partners; provides ongoing consultation and support to colleagues regarding IPV assistance; develops and facilitates support groups (face-to-face or video teleconference) and educational programs; and distributes educational materials provided by VA, local, state, and national domestic violence and intimate partner violence organizations.
Conducts Veteran, family, caregiver, and VA employee interventions to facilitate the identification of intimate partner violence, psychiatric illness, emotional distress, and social needs. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients.
Provides referrals to VA medical and mental health programs and other VA services including VA benefits, as well as community-based social services, and non-VA programs.
Stays abreast of current federal and state legislation related to DV/IPV. The incumbent will maintain a knowledge base of current theory and treatment modalities relevant to IPV.
Collaborate with departments, programs, and clinics throughout the healthcare system which encounter and/or serve Veterans who may experience and/or use intimate partner violence.
Develop a library of IPV assistance information material for distribution throughout various inpatient, outpatient, and residential settings. Educational material must be specific to the age group served in the clinic, i.e. Alzheimer's disease and Parkinson disease, geriatrics, emergency medicine, women's health, PTSD, polytrauma, mental health, substance use, homelessness, TBI, post deployment, and caregiver support.
Provides task and program supervision to staff associated with or assigned to the program. The incumbent provides education, training, and consultation to clinical and administrative staff in outpatient and inpatient areas with questions regarding IPV programming, eligibility, services, and policies and procedures.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Note: You may qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.
