The Program Manager will have oversight of the Employee Threat Assessment Team (ETAT) and the Behavioral Emergency Response Team (BERT) and has general oversight of the Prevention and Management of Disruptive Behavior (PMDB) program.
Coordination of all aspects of the Workplace Violence Prevention Program for CAVHCS: A. Prevention and Management of Disruptive Behavior (PMDB)
1) Obtains and maintains PMDB Certified Trainer status, and obtains and maintains Master Trainer status, which will require travel to other VHA and DoD facilities nationwide, to teach PMDB Train-the-Trainer courses.
2) Leads a PMDB training team to coordinate training of staff.
B. Chair, Disruptive Behavior Committee (DBC):
1) Leads the Patient Threat Assessment Team (PTAT): Lead a Team of Admin and Clinical Executives such as the Chief of Staff, Chief of Police, Regional Counsel, Patient Safety, Mental Health, to assess, triage and manage patient generated disruptive behavior immediately.
2) Responsibility for overseeing the day-to-day business of the committee.
3) Producing agenda and minutes and follow-up of all decisions of business items at the monthly Committee meeting.
4) In conjunction with the Chief of Mental Health Service, responsible for the implementation, education, training, and updates for local policy on Management of Disruptive Behavior
5) Serves as consultant to behavioral emergency committee to identify any problems in the behavioral emergency process.
6) Coordinate quality improvement projects around disruptive behavior.
7) Responsible for the management of computer-based flagging systems for identifying potentially violent or dangerous veteran patients, including annual review, and maintaining a record of all patient flag reviews. The incumbent will evaluate new requests for flags regarding dangerousness warning of patients.
8) Responsible for all VISN and Central Office requests for information about disruptive behavior training or any data about disruptive behavior incidents.
9) Interface with CAVHCS Police, Officer of the Inspector General and Coordinated Care Programs to manage patients with disruptive behavior.
10) Provide expert consultation with treatment providers regarding management of disruptive patients.
11) Responsible for the education, training, implementation of local and national policies pertaining to disruptive behavior.
12) Responsible for the implementation, education, and update of VHA policy 2012-026: Sexual Assaults and other defined public safety incidents in VHA facilities.
Clinical Responsibilities:
Provide a full range of psychological services, including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
Has direct responsibility for all aspects of psychological services in the program, including those conducted by trainees and staff.
Consults with and serves as a resource for other professional personnel concerning the need for and development of psychological services.
Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
Must possess a thorough knowledge and have experience in use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic, and traumatic illnesses, common medications and their effects/side effects, and medical terminology.
May be responsible for a tour of duty that includes early morning, and evenings to accommodate patient care needs during weekends, holidays, evenings, and nights.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work.
Licensure: Full, unrestricted license or certification by a state to independently practice social work at the master's degree level.
English Language Proficiency: Candidates must be proficient in spoken and written English as required by 38 U.S.C. 7403(f).May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Social Worker, GS-13:
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the social worker to be mobile throughout the medical center as needed, involving standing, walking, bending, pushing, and lifting (moderately heavy). The social worker should be capable of prolonged standing/walking and be physically capable of pushing equipment, wheelchairs, and patient stretcher.
