The HUD/VASH Coordinator/Social Work Supervisor provides both administrative and technical supervision to the social work staff as assigned. The incumbent is expected to set priorities and make assignments according to capabilities of employees and oversee personnel management functions of staff assigned. The incumbent has established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system.

The incumbent coordinates the screening and admission process for the HUD-VASH program by developing and maintaining criteria that recognizes program eligibility, prioritization for program acceptance, and requirements of the PHAs.
The HUD/VASH Coordinator/Social Work Supervisor effectively uses professional skill, objectivity, and insight. The incumbent uses advanced clinical training, insight, and experience to interpret data and to identify viable treatment options, including assessment for eligibility and clinical appropriateness of a HUD VASH program admissions or subsequent discharge.
The incumbent assesses high risk factors, acuity, and need for services, as well as makes appropriate referral to community-based agencies The HUD/VASH Coordinator/Social Work Supervisor develops psychosocial treatment plans, actively involving the Veteran and their family or significant others, in coordination with interdisciplinary team members, based on the psychosocial assessments, including goals for clinical treatment. The HUD/VASH Coordinator/Social Work Supervisor consults with other specialists in planning treatment for Veterans with co-morbidities. The incumbent facilitates community organization, and outreach to alleviate problems that interfere with the participants' ability to achieve independence.
The HUD/VASH Coordinator/Social Work Supervisor maintains a current and productive network of referral resources. Makes provision for referral services from other agencies, community resources (i.e., transition or halfway houses, shelters, etc.), and other governmental agencies to assist Veterans with resolving problems or support continued transition to independence. The HUD/VASH Coordinator/Social Work Supervisor regularly conducts and participants in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters, and "on the streets," as well as those who are referred by VA residential programs, medical centers or outpatient clinics.
The incumbent maintains current and establishes new relationships with other community-based service providers for the homeless, and when appropriate, represents VA at community service provider meetings. The HUD/VASH Coordinator/Social Work Supervisor provides orientation and on-going training to Social Workers, conducts staff development programs for Social Workers and various Facility Service Lines, and takes responsibility for providing opportunities to help staff update their clinical practice skills and acquire new knowledge in contemporary treatment modalities.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work.
Licensure: Full, unrestricted license or certification by a state to independently practice social work at the master's degree level.
English Language Proficiency: Candidates must be proficient in spoken and written English as required by 38 U.S.C. 7403(f).

Grade Determinations:
Supervisory Social Worker, GS-13: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
f) Ability to provide staff training and development.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the social worker to be mobile throughout the medical center as needed, involving standing, walking, bending, pushing, and lifting (moderately heavy). The social worker should be capable of prolonged standing/walking and be physically capable of pushing equipment, wheelchairs, and patient stretcher.
