This GS-13 Social Worker serves as Mental Health Recovery Programs Coordinator. The incumbent will manage several interlinked, recovery-related programs and provide services to the Veteran population enrolled at the Central Alabama Veterans Health Care System (CAVHCS) Mental Health Service Line.

This GS-13 Social Worker serves as Mental Health Recovery Programs Coordinator. The incumbent will manage several interlinked, recovery-related programs and provide services to the Veteran population enrolled at the Central Alabama Veterans Health Care System (CAVHCS) Mental Health Service Line.
Serves as the primary champion for the SAIL metrics related to Serious Mental Illness (SMI) areas of focus. Develops and implements information and workload systems to evaluate the quality of services provided and track productivity.
Participates in and fully aware of Measurement Based Care (MBC) initiatives to increase motivation and overall improvement in growth and mental health symptoms reduction within the programs.
Develops the clinics to serve as a resource of expertise for the facility, including CBOCs, and serves as a key point of contact for Veteran Centers and programs.
Collaborates with and assists others within or across work groups to validate and/or improve practice, either based on application of current research-based knowledge or conducting research.
Supervises an interdisciplinary staff of employees to include planning, organizing, and directing administrative, operational, patient, and personal activities for the programs.
Ensures a full range of diagnostic and evaluation services, especially in the areas of SMI evaluation and suicide assessment.
Develops and implements Psychosoical Rehabilitation and Recovery Center (PRRC)/Mental Health Intensive Case Management (MHICM)/Vocational Rehabilitation Services (VRS) Standard Operating Procedures (SOPs)
Ensures programs are in adherence to administrative duties including scheduling of Veterans and related issues, returning Veterans phone calls and secure messages, writing reports, and attending organizational meetings.
Provides clinical supervision to social work discipline specific personnel and instruction for all team members as it pertains to daily operations of the programs.
Serves as a representative of the Medical Center at professional/program community group/events and committees such as Outreach programs to Veterans in the community.
Provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service.
Ensures compliance with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes).
Attends and participates in administrative and informational meetings held by the Chief of Mental Health Service Line, Social, Chief of Staff, and facility Director.
Fulfills ethical responsibilities to Veterans, staff, colleagues, and VA in accordance with NASW Code of Ethics, VHA Code of Ethics, and local Ethics policies, which includes but is not limited to compliance with all laws and regulations related to confidentiality and release of information and protecting Veterans' personal identifying information.
Collaborates in the formulation and facilitation of performance standards for his/her direct reports and performance improvement processes. Ensures compliance with performance measures as required by the VA for his/her specific population and/or program. Is responsible for the clinical programming within the assigned programs (PRRC, ICMHR, and VRS); prepares reports and statistics for facility, VISN, and national use.
Initiates and maintains up to date Memorandums of Understanding (MOU) and contractual agreements where applicable i.e., community.
Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff.
Initiates and conduct a variety of program or service audits and complete designated clinical practice audits and reports, including productivity assessments.
Is responsible for developing and maintaining strong working relationships with relevant line and supervisory staff in other Services/programs within the Medical Center. This may involve regular networking with clinical Services and Section Chiefs.
Is responsible for providing accurate information monthly to the ACOS, Mental Health for preparation of DSS reports. He/she is also responsible for adjusting distribution of staff resources as assignments and workload shift.

Qualifications
Basic Requirements:

English Language Proficiency: Candidates must be proficient in spoken and written English as required by 38 U.S.C. 7403(f).May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work.
Licensure: Full, unrestricted license or certification by a state to independently practice social work at the master's degree level.
Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Coordinator), GS-13 (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Incumbent must be licensed or certified at the advanced practice level and able to provide clinical supervision of subordinate staff.
[(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At this grade level, social worker program coordinators oversee the administrative and clinical aspects of a major specialty treatment program, such as, but not limited to: Post Traumatic Stress Disorder, Substance Abuse Treatment Program, Home-Based Primary Care, Mental Health Intensive Case Management, Caregiver Support Program or Transition and Care Management Program, or a combination of programs located at one facility or multiple divisions of a facility. They are responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. The program coordinator may or may not have supervisory responsibilities. They have full responsibility for all phases of service delivery for a major specialty program. The program coordinator is responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. They are administratively responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Program coordinators provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the social worker to be mobile throughout the medical center as needed, involving standing, walking, bending, pushing, and lifting (moderately heavy). The social worker should be capable of prolonged standing/walking and be physically capable of pushing equipment, wheelchairs, and patient stretcher.
