The Assistant Chief, Social Work Service is responsible for assisting the Chief, Social Work Service with all administrative and professional Social Work activities at CAVHCS. This facility is very complex and diverse in the operation of a two-division health care system, (Montgomery/Tuskegee, Alabama) which also has responsibility for the community-based outpatient clinics in Columbus, Georgia, Dothan and Ft. Rucker, Alabama.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The Assistant Chief, Social Work Service is responsible for assisting the Chief, Social Work Service with planning, developing, organizing, directing, coordinating, initiating, administering, and evaluating the Social Work Service program which is in keeping with Veterans Health Administration (VHA) guides, while adapting to the unique needs of the overall Central Alabama Veterans Health Care System (CAVHCS). Incumbent is responsible for making decisions regarding work problems presented by subordinate social work supervisors. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs. The Assistant Chief advises Care Line Managers/Chiefs on problems involving the relationship of social work activities to the various units and programs. Makes selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. The individual consults with specialists regarding training needs and decide types of training problems related to the identified problems of the supervised wards/units. Develops procedures for and ensures the implementation and achievement of the provision of social work services to medical facility patients on inpatient and outpatient programs. Provides, or ensures that professional staff provides advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to veteran patients in the community. Develops and monitors standards of clinical practice/standards of care for Social Work, including development of care guidelines, manuals, and guides to professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Incumbent is responsible for developing patient education materials for Social Work. Makes recommendations for recruitment of staff and ensures responsibilities for orientation and continuing education of staff. Evaluates and consults on the social work role in various programs. Manages and directs social work activities in the Care Lines including interventions to resolve administrative problems and participates in program evaluations. The Assistant Chief, Social Work Service is responsible for assisting the Chief, Social Work Service with human resource management practices including hiring, supervision, promotion, demotion and termination. The incumbent establishes communication and collaboration with social work managers/peers at other area VA medical centers for establishing referral procedures, follow-up community responsibility, coordinating community resource development and joint educational programming as appropriate. Qualifications

Qualifications: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work. Licensure: Full, unrestricted license or certification by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English as required by 38 U.S.C. 7403(f).May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. And Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. f) Ability to provide staff training and development. Physical Requirements: The work requires the social worker to be mobile throughout the medical center as needed, involving standing, walking, bending, pushing, and lifting (moderately heavy). The social worker should be capable of prolonged standing/walking and be physically capable of pushing equipment, wheelchairs, and patient stretcher.
