This position is with the Small Business Administration, Office of Administrative Services in Washington D.C. Perform a wide variety of administrative assignments to support the work of the office which may include functions such as procurement, supply and inventory management, budgetary and financial actions, program analysis and reporting, quality assurance, time and attendance, communications, correspondence, and facilities management.
Duties
Administrative Support and Logistics - Complete time and attendance submissions, purchasing activities, accountable property transactions, correspondence review and tracking, and supply management operations.
Budget and Financial - Prepare and provide comprehensive development of budget and expenditures for an the organization.
Computer Systems - Use various electronic and web-based systems to develop a variety of reports, run reports, import and export data. Manage data across multiple systems as required.
Program Analysis/Quality Assurance/Quality Control - Review and monitor functions with the goal of improving efficiency, lessening paperwork, and improving customer service. Compile reports, identify organizational, procedural and productions issues; conduct cost benefit analyses; and make recommendations for improvement.
Information Management - Closely monitors reports and consolidates reports into single comprehensive reports with statistical information. Responsible for the accuracy and currency of all information provided. Primary custodian for confidential and official reports.
Perform other duties as assigned.
This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP).

Qualifications
GS-11
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the federal service, obtained in either the private or public sector:
(1) Performing three or more of the following functions for an organization: time and attendance; procurement; supply and inventory; preparing and reviewing correspondence; monitoring progress on action items; budget/financial; executive support; AND
(2) Performing two of the following: (A) Interpreting and applying laws, regulations, policies, and procedures related to administrative services; AND/OR (B) Gathering and analyzing pertinent data and/or organizational, procedural and/or production issues and recommending improvements; AND/OR (C) Communicating effectively both orally and in writing, an organization's mission, policies, guidelines, and/or procedures to various internal and/or external customers to accomplish program objectives and goals; AND/OR (D) Utilizing Microsoft Office applications such as Outlook, Word, Excel, or PowerPoint to prepare reports, spreadsheets, correspondence, etc.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR
Combination: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
