The primary purpose of this position is to serve as the 363d Intelligence, Surveillance, and Reconnaissance Wing (363 ISRW) senior program analyst performing work related to the analysis, evaluation, and implementation of effective programs in assigned area(s) of responsibility. ***Salary ranges includes local market supplements***

Duties

Leads analysis, development, and evaluation of detailed plans, goals, and objectives for long-range implementation of assigned MAJCOM ISR program(s). Actively participates in strategic planning and programming activities/processes to improve organizational direction and focus using strategic planning tools and techniques. Documents planning and programming decisions/recommendations in appropriate formats to meet AF and MAJCOM requirements. Reviews, modifies, and approves, and as required, leads and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with senior staff and engages with HHQ to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • A minimum of 10 years of experience in DoD or USAF ISR functions/activities is desired. Wing-level Staff experience is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of and skill in applying the full range of ISR research and analytic methods, techniques, and practices to difficult and complex planning, programming, and requirements management work assignments; knowledge of analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from various ISR sources; knowledge of the national IC, Joint, DoD, USAF, and MAJCOM structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of USAF ISR Capability-Based Assessment (CBA) and Capability-Based Planning (CBP) processes utilizing a wide range of qualitative and/or quantitative methods for assessment and process improvement. 2. In-depth knowledge of USAF ISR planning and programming process to include an in-depth understanding of USAF, MAJCOM and NAF Corporate Processes for development of Planning Force Initiatives (PFI's) and Air Force Program Objective Memorandum (AFPOM) to include Total Force Association Proposal (TFAP), CCP, and MILCON. 3. Extensive knowledge of USAF Requirements Management processes to include ability to review ISR-related mission assessments, self-assessments, and development of material and non-material solution approaches to documented ISR capability gaps, needs, deficiencies, or shortfalls. 4. Skill in developing underlying processes and managing Wing-level ISR planning, programming, and requirements management governance structure with associated abilities to facilitate senior-level decision fora; develop meeting agenda; develop scheduling and after-action messaging; schedule meetings; conduct advance senior-leader coordination and preparation; establish meeting timetables; and facilitate meeting execution. 5. Ability to plan, organize, and lead others in ISR-related studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals can include commitment of substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a preferred position identified by security clearance requirement. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
