You will serve as a PROGRAM MANAGER for the NAVAL FACILITIES ENGINEERING COMMAND PACIFIC, Shipyard Infrastructure Optimization Program (SIOP), Pearl Harbor Naval Shipyard (PSNS) team, covering one of these four areas: MILCON, Utilities/Infrastructure, Industrial Operation/Activation, or Environmental.

Duties
You will guide management in effectively implementing planning efforts for current and future performance requirements.
You will serve as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
You will plan and develops new processes or metrics, and coordinates with support activities that cross organizational lines.
You will formulate, interpret, and communicate long-range and short-term goals, principles, policies, and objectives for delegated services and programs.

- You may be required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Planning, engineering design, construction, acquisition strategy, environmental, and operational services in support of the mission requirements;
2) Identifying potential problems in the process and making recommendations to improve efficiency;
3) Managing financial, contracting, technical and scheduling issues; and
4) Using persuasive arguments and negotiation techniques to reconcile differing opinions among major stakeholders.
