You will serve as a Contract Specialist in the Acquisition Skills & Knowledge Management (ASKM) Division (Code 431.1), Contract Department (Code 400), Mid-Atlantic Regional Maintenance Center, with a duty location in MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will deliver, plan, and schedule the Contracts Department’s training. You will develop and maintain the department’s contracts policies and interpret and promulgate DoD, Navy, NAVSEA and Chief of Naval Regional Maintenance Centers (CNRMC) policy. You will conduct an analysis of compliance related to the directing, scheduling, and administration of all types of contracts for U.S Navy Ship overhauls, conversions, modernizations, and repairs at private shipyards. You will conduct compliance analysis to direct coaching and instruction for the Contracts Department. You will assist with the development, delivery, and execution of contract compliance monitoring programs to ensure adherence to contract requirements, contract law and legal precedents. You will evaluate offers or proposals and makes Best Value determinations and recommendations. You will administer a wide variety of complex contracts for supplies and services as needed. You will train junior Contract Specialists on acquisition regulations, policies, procedures and principals. You will develop and execute departmental mentoring program to ensure all personnel receive complete and proper instructions to successfully complete their daily contract routines.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Basic Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. Specialized experience must demonstrate the following: Experience performing contract methods and cost and price analysis principles, procedures and techniques sufficient to analyze, evaluate and/or participate in the negotiation of various elements. Experience applying knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), Navy Marine Corp Aquisition Regulations (NMCARs) NAVSEA Contracting Handbook Joint Flet maintenance Manual contract law and legal precedents, and other regulations governing cost and fixed price ship repair contracts. Experience performing business and industrial operations including production processes and production capabilities, estimating, and cost accounting methods and standards as it relates to contracting procedures and regulations. Experience conducting pre-award and post award conferences, scoping conferences, negotiation sessions, and mentor and train subordinate employees and interns. Experience applying principles of acquisition strategy sufficient to develop and implement a plan to procure a program of highly specialized critical ship repairs which have direct national defense application and ship readiness. Experience performing contract administration and termination techniques sufficient to amend, negotiate and administer any changes needed to contract completion and for final and close out contracts. Experience preparing contracting officer final decisions, business clearances, letters of concern to contractors, and write effective contracts and modifications. Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

In order to qualify for positions at grades GS-13 and above, you must possess a bachelor's degree AND at least 24 semester hours of coursework in certain business-related fields. The 24 hours may be included in, or in addition to, coursework taken to complete the degree program.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
