About the Position: This position is within CM MATERIAL SYSTEMS ORGANIZATION SECURITY ASSISTANCE MANAGEMENT DIR. DIV F: BUSINESS MANAGEMENT AND AUDIT

Duties

Receives policies, directives, and procedures governing financial/budget management of the security assistance program from the US Security Assistance Command (USASAC), Receives policies, directives, and procedures governing financial/budget management of Defense Security Cooperation Agency (DSCA), Defense Finance and Accounting Services (DFAS), and Army Material Command (AMC). Serves as a Command financial analyst for Foreign Military Sales (FMS) Admin Budget. Manages and provides customer support with travel authorizations and vouchers for over 70 Defense Travel System (DTS) users. Interprets and reviews budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress, and assists with developing subsequent policies/guidance for use within the organization. Prepares a variety of reports which encompasses the status of FMS financial management programs for the Command.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Position requires temporary duty (TDY) travel up to 10% of the time.
  • DATACL1i , TACOM D and A Level 1 Certification Requirement- The incumbent must meet all requirements for this certification within 12 months of being placed on the position

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance, Mathematics, Economics, or Statistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Level: Specialized Experience: One year of specialized experience which includes (1) Analyzing budget to compare plan to actual and/or provide recommendations; (2) Developing procedural budget guidance to meet program requirements; and (3) Reviewing current and prior year budget execution to ensure regulatory compliance; and (4) Creating accounting information throughout the year to ensure labor and travel obligations are posted accurately. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
