This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c) to recruit and appoint qualified candidates to positions in the competitive service
Duties
Interacts and provides consultation services to include recommendations and training to installation senior leaders, staff officials, and tenant organizations.
Provides Garrison Commander/Garrison Manager with an appraisal of the effectiveness of installation performance, productivity improvements, and resource utilization, and provides an assessment of progress towards goals and objectives.
Serve as the administrators for the Garrison Suggestion Program. Responsible for administering the program, maintain records and prepare required reports. Evaluate and monitor incoming beneficial suggestions for further evaluation and implementation.
Serves as a member of a team of analysts in the Garrison Business Office with program management responsibilities for Strategic Planning (long and short range) and Performance Management.
Continuous Improvement, and Lean Six Sigma Studies, to manage and influence the philosophy and strategy for continuously improving installation effectiveness and performance.

GS-09 Specialized Experience: One year of specialized experience which include conduct research and compiles program/utilization data; prepare reports on program progress and makes recommendations based on established and accepted practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Management Business Administration (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which include identify and analyze to make recommendations to correct problems relating to efficiency and productivity; assist the organization in administrative support functions such as spreadsheet development, database management, basic website management or office correspondence; present recommendations, express policy or procedures which relate to the administrative support functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree o in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management Business Administration
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which include provide advice to management through the use of analysis of management and/or organizational problems and issues; collect and coordinate data to produce manpower, management controls, support agreements, or travel credit card reports for the upper management in compliance with applicable guidance, directives and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
