About the Position: This Management Analyst position is located at Dugway Proving Ground, Office of the Commander Resource Management Division Manpower and Contracting Branch, Dugway Utah.
This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
Duties
In this position you will serve as a Management Analyst located at Dugway Proving Ground,
Dugway, Utah.
In this position the selectee will provide statistical information and analyses to assist
the command to make calculated facility utilization and manning decisions.
Plans and conducts manpower studies and surveys. Reviews outputs of staffing models and workload forecasts.
Determines the impact on manpower requirements of such actions as activation, inactivation, phase outs, movements, and reorganizations.
Preforms Table of Distributions and Allowances (TDA) Maintenance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Position may be filled as Term appointment, temporary promotion, or temporary reassignment depending on the selectee.
- If candidate is Not a current permanent Army employee, this will be a Term appointment NTE 2 years, as determined by management, may be extended up to a maximum of 6 years, and MAY be made permanent without further competition.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: (1) Develops methodologies for predicting future manpower requirements; (2) Analyzes information gathered to detect deficiencies such as: overlapping functions, duplication of effort, inefficient management, and ineffective personnel use, AND (3) Provides solutions to manpower issues.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
