Position may be filled as a temporary promotion or detail NTE 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled.

Duties
Insure strategic planning evaluation/assessments adequately and effectively address and measure key customer and operational requirements.
Recommend adjustments to policies, programs, projects and studies to resolve problems and to improve operations and efficiencies.
Provides continuous improvement advisory service to garrison staff
Maintain contact and liaison with governmental, scientific, academic, and/or business institutions on matters relating to assigned programs.

Current Department of Army Civilian Employees
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Managing organizational structure documents reflecting information such as workforce nomenclature, number of personnel required/authorized, titles, functional codes; Advising management on matters related to manpower and equipment allocation; Providing resource information for programmatic and economical decision-making; Coordination of Personnel Hire requests are in accordance with manpower and budget guidance/constraints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
