This is a Direct Hire Authority (DHA) solicitation utilizing the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Senior Management Analyst within the Garrison Resource Management Office, responsible for managing, monitoring, coordinating, and providing regulatory guidance.

Duties

Analyze and review manpower and equipment requirements and authorizations and forecasts resource requirements. Conducts short-term management and special reviews and studies of management programs, practices, and procedures. Processes and monitors Requests for Personnel Action (RPA's), ensures completeness, accuracy, and attachment of appropriate documents. Develop procedural guidance and assists in the development of command policies for dissemination to staff and field activities. Serve as a Billing Official for the Government Purchase Card program.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Obtain and maintain Financial Management Level 2 Certification within 24 months.
• May have to work occasional nights and weekends to meet mission needs.
• Obtain and maintain a valid driver's license.
• Obtain and maintain certification as billing official within 6 months of appointment.

Specialized Experience: One year of specialized experience which includes Managing organizational structure documents reflecting information such as workforce nomenclature, number of personnel required/authorized, titles, functional codes; Advising management on matters related to manpower and equipment allocation; Providing resource information for programmatic and economical decision-making; Coordination of Personnel Hire requests are in accordance with manpower and budget guidance/constraints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
