This position is located in the Office of the Director. The incumbent serves as a member of the Office leadership team and oversees relevant activities and support staff in the areas of strategic human capital management, business operations management and oversight, financial management and resource allocation, and communications and outreach. Duties

As an Operations Manager, you will perform the following duties: Participates in strategic planning for the organization. The employee serves as a first level supervisor. Duties include: planning, assigning work; evaluating performance; assessing training needs; managing recruitment/hiring; making decisions regarding selections, promotions, personnel actions, etc.; approving position descriptions; assessing organizational structure, processes, policies, and recommending updates to improve efficiency/effectiveness; and furthering agency EEO goals. Coordinates and administers the assigned organization(s)' human capital activities. Performs strategic planning for human resource needs and develops the organization(s)' annual workforce plans. Oversees HR strategic planning activities. Serves as the assigned organization(s)' key resource regarding HR administration rules and regulations. Initiates and/or reviews confidential recommendations and supporting documentation for recruitment, selections, promotions, reassignments, performance ratings, step increases, awards, and corrective/disciplinary actions. Establishes effective personal contacts and working relationships with senior-level officials. Represents organizational leadership at meetings within and outside NSF, as requested. Works collaboratively with other Operations Managers across the assigned organization. Develops strategies for forecasting, acquiring, and allocating resources based on organizational needs and partners with assigned organizational senior leadership to make decisions. Oversees and coordinates the preparation and analysis of annual organizational budgets that go forward for front office review… Assesses the long- and short-term impacts of various budgetary configurations. Manages and oversees the assigned organization(s)' financial resource management Identifies requirements for developing and implementing effective, efficient business processes including policies, workflows, and standard operating procedures for assigned projects. Coordinates, oversees, or leads complex projects, analytical studies, and assessments to evaluate the effectiveness of administrative operations and procedures.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal service serving as an organizational leader responsible for overseeing business operations functions for an organization. Experience must include supporting the oversight of human capital and financial resources within an organization. Examples of experience could include: performing strategic planning activities in collaboration with organizational leadership; allocating both human and financial resources; establishing and implementing effective administrative and business processes for an organization. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
