You will serve as a SUPERVISORY MANAGEMENT ANALYST in the SHORE MANPOWER REQUIREMENTS DEPARTMENT of NAVMAC.

Duties

You will provide supervision and direction in managing the Navy’s complex and multi-facet manpower programs that govern administration of Total Force Manpower Requirements and Manpower Authorizations. You will develop methods to measure work performance within the department for accountability and continuous improvement. You will administer personnel, financial, material, and information resources in such a manner to accomplish departmental objectives and use new technology to enhance decision making. You will formulate strategic program plans to access policy/program feasibility and include realistic short and long-term goals and objectives. You will plan work and issue work assignments to subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will apply procedures, requirements, regulations, and policies related to specialized expertise, understanding linkages between competencies and mission needs, and keeps current issues, practices, and procedures in technical areas.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting studies to determine efficiency, effectiveness or productivity of manpower program; 2) Advising personnel on manpower requirements determination, military and civilian end strength allocation, and manpower authorization management; 3) Developing solutions to manpower program issues; and 4) Allocating financial, personnel, material and information resources to execute manpower programs.
