About the Position: This position is located at Fort Huachuca, Arizona. The incumbent will serve as the Fort Huachuca United States Army Garrison (USAG) Management Analyst (Human Capital) responsible for civilian human resources management (CHRM) strategic plans, goals and objectives.
Duties
Provides advice, policy guidance, oversight, and/or administrative support on recruitment strategies and classification to directors.
Provides guidance on recruitment processes and procedures, and coordinates closely with the servicing Civilian Personnel Advisory Center (CPAC).
Initiates, monitors and tracks all requests for personnel actions for garrison workforce.
Implements and maintains comprehensive civilian human capitol program.
Maintains internal suspense for submission of required employee and position actions.
Provides strategic advice to the Garrison Command Group, DHR, and other staff managers and supervisors in workforce planning/management.
Presents command positions and proposes legislative and regulatory changes on subject programs to higher command levels
Evaluates impact for decision purposes of command proposals on existing staffing services.
Attends meetings with managers and supervisors to help formulate improvement plans and strategies.
Provides support and analysis of civilian human resource related policy, SOP'S and/or topics such as recruitment methods/sources, civilian award programs, labor unions and/or telework.
Provides expert advice, training and assistance for Garrison in automated personnel processes such as DPMAP and AutoNOA.
Compiles and analyzes statistical data in response to command data calls.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Occasional temporary duty (TDY) may be required up to 10%.

Specialized Experience: One year of specialized experience which includes serving as a principal staff advisor to leadership on matters relating to Human Capital; advising or guiding managers in making effective human capital decisions that support the values and behaviors of the Strategic Vision; identifying recruitment and retention barriers and developing recruitment and retention strategies targeted toward highly skilled workforce; and providing policy determinations and recommendations to leaders within the organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
